First I would look in the fuse box by the driver side and check the fuse,if good then get a meter and see if power is going to wiper motor,if so,then wiper motor is bad,if no power is going to motor,then bad switch,here's a link to see. hi there . think they may need a bit of wd40. spraying on the shaft.
probably just road dust and debris. making it stick.

most likely cause is the wiper switch has gone bad and unable to 'time' the intermittent speeds.the intermittent speeds work on a resistor type system where low and high speeds add direct voltage.

Don't really know of the vehicle, but what I am use to is that this could be the switch Since the wipers do work that rules out the motor. But, there could be a fuse or relay that controls that part of the system?

Really from experience I will advice you have the wiper motor replaced.

My 98 suburban did the same thing (has intermittent wipers I assume) I had to replace the wiper motor. AutoZone had a rebuilt one for $50. ($279 at dealer for a new one)

There is likely something in the linkage between the wiper and the motor that is broken.
