If all of those are blown, you are in for a whole lot of heartache! Cigarette lighter overloaded, easy fix. Blower motor, probably the resistor, fairly easy fix if you can get to it. Windows, relays, or if only on drivers side, broken wires where door meets frame.

The fuse panel should be up under the dash on driver's side. Not sure if an '89 had more than one fuse panel. If it does, would be on passenger side, in or behind glove box, or up underneath the dash.
Buy a cheap test light to see if your lighter is good, on one that old it could be bad. Also use the test light to check for power at the fuse panel. You can use a test light to check if fuses are good or bad-easy, and you don't even have to pull the fuse out to inspect. A test light can be a big help in looking for voltage signals.
Under the dash, inside the glove box, and check under the hood for the fuse box. On the underside of the fuse box will be labeled what each fuse is for. Blower motor, cigarette lighter.
It wasnt listed on my diagram. It is the 25 Amp Fuse under the hood in Row 8. The diagram doesnt even list a row 8. It skips right over it. 04 Grand Prix GTP
This problem is usually not hard to fix. The lighter runs with a 'blade fuse' which is usually found under the drivers steering wheel (or under the front passengers compartment box). There should be a small outline of a compartment where you will see some labellings of a fuse system. It will label the fuse for the cigarette lighter, where you will need a tweezer like object to pull it out. When you have it, go to any electrical or lumber and hardware store and replace!.
yes it will fix your cigarette lighter. open the door on the drivers side and crawl in there and look up to your left it should be right there use a flash light .. good-luck ray
