The fuel pump is new and when the ignition is turned on, only runs for about a half-second and pumps about 1 oz of fuel. The pump does not pump any more fuel when the engine is cranked for a few seconds. This is the problem that caused the fuel pump replacement to begin with. The O2 sensor has been diagnosed as bad and I am waiting on the mail. I didn't want to pursue the FP issue if the O2 sensor could affect (keep it from operating).

It sounds like your starter motor could be at fault.
Does it turn over slowly,or not at all with out the jum leads?

Definitely not the fuel pump. A fuel pump will either work, or it wont. It could be a fuel filter, though unlikely, again if it was clogged there would be nothing. Could be spark plugs/wires, a faulty coil pack, Could also be a handful of sensors (o2, MAF, are a few that come to mind). Does it have a manual transmission? If so can the car be started without engaging the clutch (in neutral)? If so check the 2 clutch sensors attached to the clutch pedal.
Probably a sensor. Go to Advanced Auto parts and have them pull the code. Then google it. Or check out Forums.vwvortex.com

it starts from cold because the auto choke is on ,allowing a richer mixture ,try removing the sender unit in the tank and seeing if the connection from the pump to the outlet connection is ok or leaking causing a loss of fuel pressure

Double check the very small hose that comes off of the manifold, since it sits so close to the manifold, I would not be surprised to find it frail and broken.
If you have tried everything else, have you had the code cleared after you changed out the parts? try having it cleared again....

Yes you have a problem with wiring for the O2 sensor shorting out somewhere in the line. It could be anywhere from the sensor to the ECU. Make sure there are no breaks, burns, or crushed parts of the wiring.
