The new Volvo S40 is an angle compact hatchback car, that convinces through its successful design, new security technologies, fuel-efficient engines and a little surprisingly also distinctive driving dynamics. If you look at your engine you will a silver fuel rail just at the front of the cylinder head. follow the rail to the air filter box side and you should see a blue cap on what looks like a schrader valve (if the cap is still there). unscrew the blue cap and carefully push in on the schrader valve, if the fuel system is ok there should be a good amount of fuel pressure and fuel will shoot out so be careful.
If there is no fuel that comes out and you've already replaced the pump and filter I don't have a whole lot for you. If there is fuel then I would call your Volvo dealer and see if your car has the extended warranty on the Electronic Throttle Module (ETM). Volvo extended the warranty for 10 yrs or 200,000 miles.
It could be a host of other things, but the ETM's are known to be prone to build up on the throttle blade and sometimes failure. There is also a very good software upgrade they can do to help the operation of the ETM's. I'm hoping your in the U.S.
There was a recall campaign 155 that was specifically for the ETM's

Replace the cat you have ran it for years with a bad 02 sensor so now replace it and you will get better performance and better gas miliage. Never run a check engine light fo a long time it's telling you something is wrong. youer lucky you did not destroy the engine.
