Work your steering wheel while attempting to pull it out, you might try some WD 40 if you can get it to go back far enough, Another thing that might work is to take a pair of channel locks and add some pull to it while attempting to remove it. Unfortunately, the module will have to be replaced any way, but if you can get it freed, the WD 40 might put you back in business.

I have a 1991 Saturn SL2 (SOHC) that I'm trying to get going. Replaced most of the fuel system which is good now. Tried to start and got a click sound. I assumed it was the starter. Took the starter off...

The SL2 is a DOHC, the SL1 is a SOHC. You have put more money into it already than it is worth. Seems like a free check of the crankshaft being locked up might have been a first move before expending money. There were several small improvements made to the Saturn after 91, the fist year. I would suggest looking around for a 95 where your new parts will still swap in, possibly even a 96. You can get one for less than $500 if you look around. Stay away from automatic transmissions in Saturns.

'98 SL2 Saturn Traction Control

Traction control helps limit tire slip in acceleration on slippery surfaces. In the past you had to feather the gas pedal to prevent the drive wheels from spinning wildly on slippery pavement. Many of today's vehicles employ electronic controls to limit power delivery for the driver, eliminating wheel slip and helping the driver accelerate under control. Don't turn it off.
