I was replacing the actuator. I had to unbolt the lock assembly from the back of the door. In replacing the lock assembly (actuator in tact and working), now the manual door button or outside door handle won't open the door. It's as if it is locked. The power opener works to open the door, from the key fob, but not from the power switch on the door. Seems like one of the cables got loose?

ok, then the lock actuator is most likely seized, if you need instructions to repair, let me know, you have to get the part first, this will be a dealer item most likely. Then it's pretty simple. Remove the interior panel on the liftgate, you will see the latch and lock assembly, and a rod coming from it,the rod leads to the actuator. remove the rod, the retaining screws for the actuator, the electrical connector and then reverse for installation. Any issues let me know.
Good luck.

I found wiring diagrams at
http://www.dodge.com/bodybuilder/2004/docs/wd/rswd/tc.pdf
it is 2004 but use the wiring diagrams to test the wires
(most likely to fail where they flex)
because it is using logic gates disconnect the plug at each end of the wire you are testing or the damn thing will find a few diffrent ways to trick you.
