On my 2004 Murcury Monterey, the problem was a broken retainer on the IMRC linkage. The part I used was a DOORMAN HELP part number 47099. You can find these in the self help section of some of the auto parts stores. I found mine at Oriely's. Its hard to get to so replace them all while you are in there. There were five clips in the package and it takes four to do the job. See Hynes manual number 36097, page 4-18 for a photo of the linkage. Good luck!

There are some Electric Vacuum solenoids on top of the motor. They have vacuum lines running down to some manifold vacuum pods. When the solenoids stick, the vacuum does not shut off and the pods remain open.
You can check for electric continuity on the solenoids. If they check out, the internal parts may be stuck. You can disconnect the vacuum lines and see if one still has pressure when the engine is off. The solenoid that runs to it is probably open. You may be able to work some WD40 into the solenoids and free them up. If the solenoids have no continuity, they are bad but remeber to check them with and without vacuum.
Remember to reset the computer by disconnecting the NEG cable 10 minutes or the defect will falsely report 25 -35 Startups with the wrong info.
