First I suggest to check fuses and wires.

SOURCE: 1993 jeep grand cherokee limited no running lights/tail lights.

Id look at the headlight switch and do some voltage tests to see whats coming out of there. Pay close attention to any wires which look like someone was in there already.People can mess stuff up faster and better than the vehicle can by itself!

SOURCE: My Jeep Grand Loredo 2004 cruise control went out

Check the vacuum hoses it is easy to notice if one is missing or not. If that doesn't work, I'd try the cruise control switch. Hope this helps

SOURCE: 97 Jeep Grand Cherokee lights won't work high

Use a test light, or a ohmmeter and check the wires at the wire plug under the dash that go to the multi-function switch thru the steering column cover, you should have continuity between #18 and #19 low beam terminals, if not the switch is bad and will need replaced. it shows how to check this in Haynes 1993 to 2004 Jeep Grand Cherokee repair manual #50025 page 12-6. To replace the switch in the column cover, remove the negative battery cable, wait 2 minutes to disarm the air bag system, leave cable disconnected, before removing the column cover.

I have a 99 Jeep Cherokee limited and when I turn my lights on my tails don't work but when I apply the brakes the passenger side comes on. I replaced blubs and sockets.

Had a similar problem in mine. When I applied brakes while head lights were on, the the light would go off completely. There is a computer chip in the tail light assembly that tends to go bad causing the light to malfunction. I just bought a new tail light assembly from eBay and now it works perfectly. As easy as putting in a new bulb but you just have to unplug electric terminal from the light and plug in new light once received.

I would suggest that you take a look here (I used this to correct brake-light issues on my '01):

Many Grand Cherokees have had this type of issue. The thread is lengthy, but does cover just about every type of issue known with the tail/brake lights.

2001 Grand Cherokee Limited- Driver side rear brake light does not work if tail lights are on. When you step on brake tail light also goes out. With lights off everything works ok.

Very common issue is the lamp assembly (dealer item). They are very bad to ground back through the tail lamp filament, lights on the path has voltage on it and the lamp will not work.

Replace rear brake light on 2004 jeep grand cherokee passenger side

Open up the hatch and look for the screws that hold the tail light assembly to the body. After removing them you can gently pull the whole tail light from the truck. You will seee the sockets that the bulbs are in and they twist like a bottle cap to get to the bulb. Just pull the bulb from the socket and reverse what you did to put it back together.
