Wipers only work on high setting and now turn signals do not work. Emergency flashers do work. Therefore, seems to be the switch in the steering column. How can I check this and what is best way to change it out?
I agree, the multi-function switch would affect both components.
You could get a wiring diagram and test the circuits - or get a new switch and plug it into the harness.

if the fuse is good and all the lights work(if you checked them when the hazards were working)then you need a signal flasher,the signals have a separate flasher and it looks like the hazard flasher.if you turn on the hazards and look for it under the dash then you know what the signal flasher looks like,it is located on the fuse panel of in that area.
