SOURCE: My Buick Century with a 2.5L is stalling at lights

The TCC solenoid in the transmission needs to be replaced. This is a common problem that requires removal of the side cover of the transmission. You can unplug the wires at the front of the transmission and drive it until you get it fixed but you will not have over- drive lock- up convertor. This will result a drop in fuel mileage,

SOURCE: 2002 Buick Century, when the tank is 1/4 full,

P0446 Evaporative Emission Control System Vent Control Circuit Malfunction

The evaporative emission control system checks to make sure there are no leaks in the lines that run from the gas tank to the charcoal canister and up to the engine. It also checks to make sure the gas cap is sealing correctly.
It may just be that the cap was not on tight and the code was tripped.

A dusty environment can also clog the vent line and cause this code.
Have the code cleared and see if it comes back. Some auto parts stores like Auto Zone can read and clear the codes for you.
Hope this helps.

Using excessive fuel cleaner can damage injectors and the fuel pump - sounds like your problem is the fuel pump bearings, and you will probably have to have it replaced.

92 octane is wise to use once a month if you drive 1500 miles or more a month. Although I would use a half a tank of 92 octane when doing so. That blend has more additives which is great for larger engines such as a large V8

Ran out of gas now will not start

There should be a fuse for the fuel pump check this first. If fuse is good you will probably need a pump. The fuel pump is cooled by being in the fuel. When ran low or out of fuel the pump gets hot and will blow a fuse or overheat and quit.
