Manual says the fuse is F31 but there is no F31 in the fuse box located in the engine compartment box. So where is the fuse located?

The fuse box in located on the left side of the dash, between the door and the dash.

one is located over the battery, the other is located in the side of the dash.
First panel:
If you pop your hood the battery will be on your right sid in the front of the engine bay. There is a small rectangular piece on top of the battery with a lot of heavy guage red wires going to it. That is the engine bay fuse box.
Second panel:
if you open your driver side car door it's under neath a panel located inbetween the door and the dash board.

over used the horn . now it wont work . replaced the horn and it still wont work and fuse are ok ???

yes he was right ,their is a black box just back a bit from the battery ,

on our passat , the fuse box is on the left side (drivers) of the dash. You have to have the door open to see it. Sounds like your manual might be for a right hand drive vehicle.

Passenger compartment fuse panel
The fuse panel is located on the right hand side kick panel. Remove the
panel cover to access the fuses.
To remove a fuse use the fuse puller tool provided on the fuse panel
cover.
