Usually after driving for a whie, once I come to a stop and begin to start again, the car stalls or sputters out momentarily. It usually starts right back up. Also, there is a VERY heavy gas smell when I drive. I don't know if I need a tune up or if the fuel filter, catalytic converter needs to be replaced or what.
Also check your fuel lines.sound like you are leaking gas some were. Check your damper.also check your air filter to see if it smell like gas or if it's wet with gas.
Check out the EVAP system to see if you have a broken charcoal canister or cracked vacuum line. Also check for vacuum leaks.. Those would cause hesitation, stalling. Read this post on EVAP

Most likely yes, why remove it, it only pulls about 1-2 HP at wide open throttle.

It does sound like a vacuum leak. Get a can of WD-40 and start spraying around the carb. It will rev up, and U can pin point the loose vacuum hose, are crack vacuum hose.
if the converter is rattlin then it needs to be replaced because the element inside is broken. if the jeep still does not run try removing the catalytic converter to see if the restriction is too much. should start if the converter is restricted. if it doesnt maybe its whatever caused the converter to go bad in the first place

If it has flanges on both ends, just unbolt it and replace. If it has welded pipes you will need to cut it off and use adapter sleeves and clamps. Really not rocket science...at worst, you may need to remove the hangars on the rear portion of the system to get enough room to install.
