For each side of the vehicle, there is an air mixing valve buried inside the dash and controlled by an electric actuator. This can be a very complicated problem because the HVAC control system in this car is complicated. First step would be to use a code scanner to see if any error codes (DTC's) are set and proceed from there. If codes are set, you can try disconnecting the negative lead on the battery and then reconnecting it a few minutes later. If that doesn't work, determining the problem and fixing it is a job for a dealership.

My 99 Deville has purge valve right on top of engine (Northstar) just rearward of throttle body. Looks like a black almost round cylinder the size of a roll of quarters with a wire connector out the back. Easy to remove and replace, and a common part to fail and set emission code.
If you are sure it's bad, buy one and you should be able to find the old one by looking at the new part.
P0411 - Secondary Air Injection System Incorrect Flow Detected On GM cars that still needed Air injection to clean the exhaust they did away with the so called "SMOG" pump, they went to an DC motor driven Air Injection pump, this system is known as the secindary air injection pump, this pump makes a very destictive loud whirling/whinning noise when it kicks on, this happens only on a cold engine, the reason is the fuel injection system is very dirty cold, the pump helps to burn the excess fuel in the exhaust gases. The pump is commanded to run by the computer that operates the whole system, this is the PCM or Powertrain Control Module. The PCM looks for a change in the voltage signal from the Oxygen sensor (O2) to determine if the pump is running. The first thing to do is determine if the pump is working, if it doesn't detect a signal change from the O2 sensor it sets fault code P0411. When the engine is cold do you hear a whirling/whinning noise from uinder the hood? I will bet not, the pumps electric motor is the Achilles Heal of the system and fails on a regular basis, this happens more often in areas tha have heavy rains. Below are the possibilties for the code. The pump is sold as a complete unit, cost is about $300.00, that is just an esitmate as i don't have a new parts book, time to install about 1 hour labor...
P0411 Secondary Air Injection System Incorrect Flow Detected p0411 is a generic code, probably a vacume leak,vacume hose broken check this first, check the air pump turn on the car but it needs to be cold, you should hear a high pitched whine, this is the air pump running,there are 2 hoses one suction one blowing thishose should be going from the air pump to the air cleaner disconnect that and see what the volume is should be pretty strong. But mostly you probably have a broken vacume line somewhere
This is a code related to the air flow from the air pump (aka pollution pump) into your exhaust system. This air pump takes outside air and injects it in the exhaust stream after the engine to help burn off any residual fuel or pollutants. When P0411 comes up, the control module detects a lack of air flow either caused by a defective air pump, leaking/clogged air hoses, or bad check valves.
