ok the SCAN tool shows why?
did you scan first?
if not this work will be impossible.. see why?
eg; DTC errors
wrong key
comm errors to SKIM
SKIM dead.
etc.....

i have an innova 3160 (at home) that scans and works 100% for all passive scans and all factory codes. (some tools dont do jeep codes)

buy the tool or tow car to any ASE mech to do same
he will. after checking all fuses first.

the ASD relay caused the stall. or no start.

security reason is but 1 of 8 reasons,

no scanner no joy , on todays cars.
and is not expensive, about 1hrs shop labor and you have a tool.

fire the mech. ,yes, he is not any ASE certified mech, at all.

for sure if his fingers are broken and cant access alldata.com
or is so inept to , not check all fuses with his ohmmert or volt meter
then he should , get fired.

if in uSA the OBD2 scan tools all work here (good fuse)
if outside uSA , NOT.

for you, i go to alldata.com and in 1 second.
see DLC schematic and see FUSE #2 marked HORN, 10amp in fuse box. , all mech ASE do this, in seconds, yours is not.

btw that is pin 16 on all USA OBD2 DLC connectors is POWER.
no power, no joy, no scans.
if the 12v is on pin16 and comms are dead the ECU fuses are blown or your have the wrong scan tool, all USA 2013 scan tools work on this car. ( older tools not so good) even the $9 new tools work now.

MECH message means a "mechanical communication error", when display on your car cd player indicates that there is a problem with cd player that has do with the mechanism which is jammed up.

You need to open up the player and clean out the dust inside.

Throttle body ! Take it to a Mech. that knows the electronic throttle control .
Drive by Wire Function and diagnostics by Wells Saturn is also a GM vehicle an the electronic throttle control is the same . Has the gas pedal Assembly also wiring , engine computer the DC electric motor on the throttle body . Testing like this guy does is the way to a proper fix , not guessing .

For a 2004 CTS CD changer that gives you the message "cd mech error", unhook the negative battery cable and let sit for 10 minutes, then reconnect. The changer will reset itself and will then work correctly.

sounds like they may have forgotten to take out transit plugs from radio which holds cd mechanism in place when shipping unless you got a new radio thats a dud? but that may also mean dealer didnt check operation of new unit after replacement if replaced which is what usually needs to be done when this error message comes up

2008 & OEM sounds like should still be under warranty.

Dealer should replace. (since I doubt it is fixable)

Hope fully you've already solved this problem. If not the problem just sounds like it a comms error between the diagnostic equiptment and the car.
