Started losing cooling at high rpms it has progressively been getting worse and now only works at idle or slightly above. Live in AZ and drive the mountains daily. was told clutch was getting bad. Do you agree with this diagnosis and if so do you think a handy person with ac knowledge ac ndo this I am equipped to recapture refrigerant as I repair household refrigerators if that needs to to be done

Your refrigerant evacuating and and recharging skills might be helpful, however, you cannot capture the R-134A refrigerant using the same equipment that you use on refrigerators unless you have empty refrigerant tanks to use. The refrigerants are not compatible with each other.
Then, yes, it is possible that your A/C clutch is slipping. You can verify this by listening to the sound of the compressor. You can usually hear the clutch making a grinding sound. There will usually also be a bunch of rusty-looking dust around the area of the clutch due to the metal tearing off of the clutch surfaces.
Then you need to decide if you want to replace the clutch assembly or the entire compressor. If the clutch assembly is all you need, then it can be replaced without any type of refrigerant recovery needed. It is also a whole lot cheaper to replace than the compressor (see picture and link below).
However, the clutch can be pretty tough to replace without the special tools needed - especially if you have never done one before.

i belive this type of compressor only has one 10 metric bolt in the center, the others should be rivets if they are loose the cluch is gone, but most likelly the only tool you migh need is a snap ring plyers to remove the snap ring that holds the pulley behind the front disc plate, i hope and this help
but if not if i'm wrong then go to autozone or checker and they have this toll kit to replace the clutch and it is call loan tool
the sevice allow you to pay for the tool and take it back for a full refund, in other words loan tool, good luck

Check vaccum at your intake manifold because you could have a leak. A leak will cause a high idle situation because it's just like opening the throtle blade a smidge. I had that happen when one of the intake gaskets was installed backwards causing a gap on the last pair of runner to the open air. It was undriveable as well.
Check your throtle body to make sure it's not cruddy with dirt or debris not letting it close all the way too. They can **** up a ton of junk. Make sure the cable is letting it move freely as well.
The IAB on the side of the plenum can cause that too, just take it off and check that it isn't hung open or something weird. You can leave it off and cover the holes with something while you run your engine to see if the problem goes away too. It's a quick way to see if it's working OK.
Check your distributor for looseness. If it wonders in the advanced direction it will cause the idle to go up. If you are not sure, check the base timing; should be 10° BTDC.
You will probably find something in one of these areas that needs addressing.

Just finished fixing my daughters 1999 taurus heat. It would blow warm only when running down the road. At idle it blew cold. I started with replacing thermostat, and water pump because they are the easier fix. Still did not help. Then I replaced the heater core. A daunting job but not that hard to move the dash slighly out of the way to replace. There is a good write up at tarusclub.com. After that, heat was better but at idle, it would still blow cool sometimes. Researched and found answer. Park car on the steepest hill you can find with front of car up. Start car and take off reservoir cap. Let car warm up and keep rpms about 1500. After a while the fluid will come running out of the car and all over the place but it will bring air bubbles with it. Reduce rpm, add more fluid and repeat about 3 times. It will make a mess but after that, the heater works perfectly. We get heat long before the temp gage indicates any and it never blows cold unless you lower the temp.

no the code is most likely from a dpfe sensor for you egr system not the egr valve itself.a clogged fuel filter though might cause your low revs

Check EGR valve this controls idle speed it might have carbon build up hold the valve open. All so check fuel pressure.
