The horn fuse is in the fuse box under the drivers side dashboard, and the horn relay is above the fuse, it is the second relay from the right side . You can hear the relay click when you hit the horn button. If you don't hear a click then the fuse may be burnt out or the relay is bad or the clockspring in the steering wheel is bad. My horn was not working and I did hear a click at the relay so there must be something wrong with the wiring to the horn. I am checking that now.

There are two fuse boxes , one inside and one under the hood. 96 -2000 caravans have the horn relay and fuse inside on the drivers side under the dash. You can try a different 20 amp fuse and also you can pull out the two relays on the bottom right side and switch them , they are the same . If the horn relay is bad then it should work after you switch it with the other relay. Then you know it is the relay.

I suspect my problem is bad or worn out wires to the actual horn.

I think the horn should work with the car not running and the key out. You can hear the relay better when the engine is off.

SOURCE: 1998 Dodge Grand Caravan Horn Not Working

The most common problem with this is the clockspring, it is located just under the steering wheel. It will cause the horn not to work, airbag light to come on, and the cruise not to work. There is probably a recall on this. Contact a local dealer to see if the recall applies to your car.

I recently had the same issue, but my airbag warning lights also turned on. If this is the case, it might be the clockspring. There is a recall on clocksprings for Caravans 1998 - 2000 I believe. I got it replaced for free in the dealership. Enter your VIN in this site and it will tell you if you are covered in the free replacement warranty.

My horn hasn't worked in over 8 months and now all of a sudden when I'm driving it just keeps honking and won't stop on my 1999 dodge caravan

This sounds like a bad horn relay or the horn pads is bad,i would start by disconnecting the horn pad, caution with airbag, but if you remove the steering wheel cover and dissconnect horn button wires and then drive if horn still blows then you havea bad relay, if it doesnt blow anymore then the pad is bad ,

I have a dodge gran caravan 3.3 engine and the horn does not work

Only one wire?? then its a ground wire, grounds a relay to energize the horn, disconnect the horn and see if you have voltage to it , if not it could be the relay, steering column not grounding, or a bad wire.

Horn blows randomly - like I'm in a wedding. Car can be on or off

it seems i say this way to often but it sounds like a relay. locate the horn relay, likely located in the engine compartment fuse panel near the battery and replace it.
