The power door lock system is controlled through a central module commonly called the Body Control Module (BCM), there is not dedicated power door lock fuse. The module is capable of self diagnosis but a special electronic scanner is required to read it, you must have the BCM scanned.

It doesn't really work like that. The electronic windows have a fuse, but things like central locking and the alarm are controlled by the Body control Module.

Check in the under hood fuse block or power distribution center for fuse #72 and #75 these are 60 amp fuses. If the problem isn't there you have Two separate problems, check at the switches for battery voltage and ground. The most common problem is switches.
There are two fuses associated with the door locks system. The first is the Cigarette Lighter Fuse (Fuse 13 - 20A). This fuse provides power to the switches to activate the lock/motor relays. The second fuse is the PWR ACCY Circuit Breaker (30A). This provides the power thru the relay contacts to the lock solenoids/door motor. Both of the are in the Instrument Panel (IP) Fuse block.
Instrument Panel Fuse Block The instrument panel fuse block access door is located on the driver side edge of the instrument panel.
Pull off the cover to access the fuse block.
The vehicle may not use all of the fuses shown.

One nice thing about Toyota is they tell you what fuses are what on the fuse boxes. There is one under the hood and one under the dash. There should be a window fuse or lock fuse/door fuse something along those lines.
I know you said the fuses are good, but try pulling fuse 13 in the fuse box by the right front footwell. Leave it out for 1 minute, then reinstall and try the doors. If the doors have lost their initialization this will reset them.
Power door locks are on the same fuse as the alarm system. The fuse is located in the passenger compartment fuse panel under the steering wheel. There is a pull down lever that will release the fuse box. The fuse for the alarm system/locking system is #25. Yellow color and a 20 ampere rating.
