The speedometer is reading lower than the actual speed. What controls this meter reading.

My vehicle is a 2004 Jeep Grand Cherokee Limited, with the 4.7L, V8, SOHC, 16V engine, and has the "All-The-Time 4WD" transmission. The speedometer is reading 16-19 mph below the actual speed all the way up the scale. I installed 2 new transmission speed sensors for both the Input Speed Sensor (ISS) and the Output Speed Sensor (OSS), but this did not correct the problem. Is there any thing else controlling the speedometer.

There are also wheel speed sensors, so that may be a cause as well.

SOURCE: My check engine light is coming on...HELP!

The speed sensor comes out of the transfer case.
Replace it.

The problem is AutoZone. Stay away from that place. I once worked there and was amazed by the number of returns. They sell low quality parts, most of them rebuilt and listed as new.

The best of the low end parts dealers would be KOI, NAPA, and Carquest. All others blow chunks. Else, just go to the dealer.

Without a Chrysler diagnostic/ calibration machine, I don't think you can do anything. Have you tried disconnecting your battery, wait 10 minutes and reconnecting it?

Somehow the cable and assembly for the speedometer has become dis calibrated for lack of a better word, U might want to check if the meter has a calibration adjustment on it and if so resetting it for zero with a still vehicle.

here is the short version...

the vehicle speed sensor is actual an interpreted signal from the ABS module and the ABS module uses the wheel speed sensors

therefore, if the ABS module sees a problem with any sensor it will affect the PCM input for vehicle speed

another possibility, but worst case, is the ABS module has failed

in either case you will need a professional scan tool to monitor actual wheel speed versus PCM vehicle speed
