Sorry turns over means ZERO
the crank shaft can spin or not
the starter can in fact spin and crankshaft not.
and some think turns over means, engine runs. now that fact makes turns over, a dead statement.
the word is cranks over, the engine cranks over robustlyl
and then the engine runs.
then runs for more that 3 seconds, and the ASD relay holds. (step by step his works like this ,93 to now)
wont crank ? (clear statement in fact)
cranks ok, (crank shaft spins fast) can be seen and heard.
runs for 3 seconds? and stalls (ASD relay drop out) can be seen.
runs for 5min and stalls. (complex)
runs for hours and stalls. (even more complex)
all are key facts to the solution.
tell more..... tell all it does good bad or ugly
for better suggestions!
good answer
if it dont crank, at all ,step 1 is fuses, then jumper cable starts (AAA tow stuck style) if that fails to crank too, say, AAA said the stater is dead and ask, or if it cranks now, say so, or if it cranks and runs now, and stall on way to work say that. or goes dead parked over night. yes, it can fail in many a way.
in most cases of no crank, its just battery terminals rusty, or head lights left on. there are ways to prevent #1.

This procedure usually works:
·Check the battery cable connections:
Make sure the negative cable makes a good ground connection at the battery and (preferably) at the engine. Make sure the positive cable, makes a good connection at the battery and at the starter.
·Check the battery the simple way, like this:
Turn on the headlights, then try to start the car.If the headlights do not dim or go out, then the battery is likely ok.
·Check the starter and solenoid:
If the wiring looks ok, then look at the starter solenoid for a good connection, and proper voltage at the starter(10 volts minimum while cranking).
If the starter spins and no crank, the problem is most likely the Solenoid's pinion gear is stuck.
Have someone hit (not too hard) the starter while you try to start the car. This usually works by dislodging a stuck pinion gear.
·Make a simple test of the alternator:
If you can, somehow get the engine running, measure the voltage at the battery. It should be at least 13.6 volts to properly charge the battery.
Do you mean it cranks over but won't start, or it doesn't even crank the engine when key is turned to start?
If it won't crank, could be the starter motor is bad.
If it does crank and won't start, it's possibly an ignition component that has failed-coil, ignition module, crank position sensor, fouled spark plugs, bad plug wires, list is long, and you need to properly diagnose to find the problem, without putting in a lot of expensive parts that only gives you new parts. Begin by testing for spark at one plug wire. If you have good spark, then it may not be an ignition problem, but a failed fuel pump.
Post back if it cranks over or not, and we may help you further.

SOURCE: timing chain/belt and water pump
On your Jeep Cherokee you have a timing chain that is made to last a much longer time then timing belts, under normal service it is not requred to change, on the other hand it is recommened you replace the water pump and all coolant hoses and renew the coolant.

how are the spark plugs?
would start with those.
the fuel filter is usually located under the hood by the intake manifold and attached to the firewall of the car. the pump is located right by the fuel tank and if you cant see it then its inside the fuel tank. (you will have to lower the fuel tank down to get to the pump.)

If you put the thermostat in correctly (spring towards the engine) that should be OK. Likely if the water pump wasn't leaking or had a bad bearing, you wasted your $ on that.
If you re-filled it and did not have the heater on high heat, you may have some trapped air in there. But, still overheating says another thing. If you have a blown head gasket, it can pump compression into the cooling system and drive the coolant from the core. It will also overheat. You can have that tested at most any decent shop that will do a hydrocarbon test to find that.I think someone makes a chemical test kit for that but not sure if it's very expensive or not. White smoke from tailpipe will also be an indicator as will be any coolant in the engine oil or coolant on one or more spark plugs. If it turns out that it has a head gasket problem don't stop looking for problems as often a faulty fan or obstructed radiator can cause the initial overheat that caused the gasket to fail.
Testimonial: "Thank you. I was hoping not to hear head gasket, but that's where it seems to be leaning towards."
