I think your problem locating the fuse may be because Ford refers to the lights you are describing as "PARK" lamps, instead of "TAIL" lamps. The PARK fuse is Fuse #22 (15 Amp) located in the Smart Junction Box (SJB) in the center of the dash.
HINT: This same fuse also protects the circuits your front park lamps, if they are working, the fuse is not blown.
I have a 2008 ford escape. No parlights front or rear nor lic plate light. Constantly blows fuse #22 Took it to garage, they said it was the park light relay which is built into the fuse box/ sjb a $500 repair...i put a 20 amp fuse into 22 rather than a 15 amp fuse. So far seams to be working..... crossing fingers

Rear lights are double filament bulbs one side for the lights other side for the brake/turn signals so it still may be a bulb. Do u have a test light or volt meter you can check to make sure u have power there when brakes or turn signals are activated. Or just try another bulb.
