The flashing is telling you that the engine is mis-firing, the dealer will run a test to determine the cylinder that is mis-firing, chances are it is something simple

The only sensible way forward is to get a list of fault codes from the onboard diagnostic system and take it from there. You could either go to a VW dealer, or if you are technically minded you could buy a £15 interface cable, download some free "VAG diagnostic software" and run it on a portable computer.

Air mass sensor, almost never shows codes but always makes the vehicle loose power !! cheaper from vw than pattern and more reliable

"MAS" sensor, thank you...when you unhooked it you "faulted" the ECM, returning to "limp back" mode...Injectors go wide open...fouling the MAS, and possibly others and the problem occurs again...and again...It runs OK when you're on the interstate because you have max air pressure in the plenum-tract. I'm afraid you'll continue this unless you spend the money to have it diagnosed. I do NOT recommend the dealer, maybe a local mechanic with diesel/import exp?

P.S. I believe you have more than one filter...try running Premium Diesel if available in your area for a couple tanks.

Sounds like your injection pump timing is off, an injector is leaking or a bad seal on your IP.
VW dealers have a horrible reputation when it comes to TDI's. Check out the posts over at www.tdiclub.com Those guys are very knowledgeable - and the first thing they'll tell you is don't take it to a dealer.
You can probably find someone in your area that has a copy of Vag-Com (scantool software that vw uses) software that could look at your timing. It definitely sounds like your dealer was throwing parts at your car because they didn't know what your problem is. If I were you, I'd copy and paste your post from here over at www.tdiclub.com
