I lost the key to my car but luckly I have a spare,one problem I never had the key programed to the immobilizer. I just had the cylinder head replace now that it's ready I cant start it and don't have the money to get it towed to the dealer and have to pay them to program it
I had the problem with my S60 a while back. The Immobilizer message would not allow me to start my vehicle. I change the ignition ring and still the light would come on intermittingly. I think it was 1A auto video that gave me the information to resole the problem. Take the one wire from your starter that plugs in and clean the inner part of the female connector with small wire brush. Clean both male and female sides. Before reconnecting the wire slightly crimp the female end and reconnect. I had the problem back in 2012 and went thru many channels for a year until I saw the video. worried about getting stranded some place if the car wouldn't start. The cars has not display that message since 2013. Good Luck hopes this helps.

You car has an integrated key and remote.
There is a software that needs to be downloaded to the car. When the
remote is purchased at the dealer it comes in a plastic package. That
plastic package has a sticker on it. The sticker contains id codes.
There are two codes one is 16 digits/letters and the second one is 8 digits/letters.
Without this sticker the dealership can not program the remote/key to
the car. If you buy a key elsewhere, make sure it has the codes included.
Unfortunately you cannot program a remote yourself.

Your immobilizer is enabled. Try locking/unlocking the doors with the remote five (5) times, this should remedy.

Pay the dealer the $300.00. I have been told it's worth it to have an extra set due to the computer communication of the keys with the ignition (not sure how it works exactly.) To re-key or get a new ignition costs like 1600-1800 dollars and takes approximately 10 days to even get the parts. I checked with a Volvo dealership in WA State. I am having problems with my ignition now and the keys won't come out or turn the last little click to be able to pull them out (but not all the time), also my car will turn on no problem (only have trouble getting keys out) my car just won'y go into gear, it seems it happens more frequently when it is below 55 degrees, even after the car temp guage has reached the half way mark. I have a 1999 Volvo S80 (I hate that car!)

If there is a blinking car icon with an "X" over it. This icon means the Immobilizer has been activated and hence won't allow the car to start. It could be due to a bad SCU, Start Control Unit. The SCU is actually the ignition switch on these cars.
Most of the time it's triggered by the anti-theft system..You can try this trick i learned that the dealers won't tell you...try locking and unlocking of the doors five times with the remote to reset the immobilizer and see if this helps.
