I've had my car in for diagnosis/repair at least 12 times in 3 years. The incidence of this problem is getting worse. The a/c blows really cold, then blows warms but the air when it blows warm, smells old and the force of the air coming out of vents is greatly reduced. Eventually the a/c will work again, blowing lots of really cold air.

I had exactly the same problem. When your engine is cold and off check the gap on your ac compressor with a feeler gauge, it should be between 0.3 and 0.5mm. If it is larger you need to re-shim which invloves undoing a nut on the end off the compressor and removing the clutch plate, then removing the appropriate shims (look like washers) then replace. The reason it blows warm after 10 minutes or so is because the ac compressor gets hot and the clutch gap gets too large for the electro-magnetic clutch to engage. Some people would say that you need a new compressor but all you need to do is a re-shim.
SOURCE: no air or heat blowing from vents
Are you sure the controls you bought is good? Only a few things it can be. Control panel, Blower fan, and fuse. One of those are the problem. Cauld use a jumper wire to send power to the fan and see if fan cmes on. If it does then the fan is indeed good, then go and check and make sure power is on both sides of the fuse. then check the panel. could be bad. Panel sends signal to turn fan on and off. Good luck if need further help let me know, i will try to help ya. I am all about saving money.

The refrigerant level is fine, the thermastat has been checked, the system has been recalibrated and the problem persists.
I've contacted an expert on answer.com and the technician suggested a new climate control box. I hate to start out with the most expensive part to replace in the hopes of solving a problem that has not been resolved any of the 12 times that the car has been to the Volvo Dealership mechanic.
