Get the code. Codes never tell you to change a sensor, they just indicate the problem circuit they are seeing. Only sometimes it is a failure of the sensor.
You probably need test equipment like a digital voltmeter. Maybe join a neon forum to find out how others solved the problem.
There are only two kinds of 2003 Dodge Neon SE's equipped with a 2.0L engine. The kind that has had car problems and the kind that is GOING to have car problems!
So tell me, what kind of car problems are you having?
I don't know specifically what the codes are (you could probably google them) but I had this similar issue with a Chrysler and it turned out to be the TCU (transmission control unit) computer. Hope that's NOT it because it was around $800 for me.
