CHECK 5 AMP FUSE TO THE POWER DISTRIBUTION CIRCUIT WHICH SENDS POWER TO THE INSTRUMENT CLUSTER.IF FUSE OKAY.EITHER CLUSTER HAS A LOOSE WIRE OR CLUSTER SHORTED OUT.IF CLUSTER IS FAULTY. THE BMW HAS TO REPLACE THE CLUSTER BECAUSE NEW CLUSTER HAS TO BE CODED TO MATCH THE VECHICLE.
Well it depends if you can wiggle the cluster without removing the steering wheel. There are 2 screws securing the cluster on the very top of the cluster dome. After you unscrew those have to push the cluster in a bit and then wiggle it out, release the cables going to the cluster and see if it clears the steering wheel (having adjustable steering wheel helps a lot)
If you manage to get the cluster out the bulbs are easily replaceable, and can be bought at any decent car parts store.
