On the dashboard of my 96 mercury sable, the I.P Brake light is staying on, what does this mean? why is this on?

Offhand, the brake light warning on most dashboards would indicate that the hand/emergency brake is engaged. If even when the hand/emergency brake is disengaged or is in normal position and the light is still lit, it could indicate that:

I engaged the emergency brake and released it and it went off.

Check the brakes if ok top up fluid and if that's ok check the sensor on the master on the side of the reservoir
