Alright, so I live in Manitoba, Canada and if you know anything about Manitoba this time of year, you'll know it's freaking cold! Lately it's been about -20 degrees Celsius (about -4 Fahrenheit). I keep my car in a non-heated garage over night, warm it up for 3-4 minutes in the morning, and then drive to school. When I get in the gauge reads rock bottom cold, which is understandable. The drive to school takes about 8 minutes, and about 5 minutes in I notice that my gauge is maxed out hot. I keep an eye on it, and whenever I slow down or idle it goes right up, but when I am driving at city speed or accelerating it goes down a little bit. While driving at a semi-constant speed, the gauge goes up and down anywhere from a little less than 1/4 to almost max out hot. I haven't noticed any leaking in the garage, and the oil is on the low side but still in the acceptable range, but I am going to change it within the week. I don't have any problem having a look under the hood (as I'm an engineering student) but I just don't know what to look for. Thanks in advance.

If
all voltages checked ok, then most probably its faulty instrument cluster board
on which gauges are connected. Yes if cluster circuit board looks ok, then also
it can be faulty. Somewhere there is minute short or burn on board then such
problem arises.
Also
check the fuse box. One under hood and other under dash.
Inspect
each and every fuse and see if all are fine or not.

Ok, can you check under the hood with a flashlight, and look at the belt routing diagram under the hood, look for the water pump on the diagram, then look at the passenger side of the engine where the pump is. On the top of the pump behind the pulley there should be a little hole, can you tell me if this has signs of discoloration around it, or streaking from it?
