Check the carburetor to make sure the choke butterfly is closing after you tap the gas pedal once, if not clean it with carb spray and all that linkage on the carb as well, it is likely just fouled ans stuck from gas residue.
sounds like the power steering try this jack up the front end with engine off turn ignition key to the on position but not running turn the wheel back and forth to both stops a couple times start engine and see if whirring sound is gone
