SOURCE: falls dead when driving, will restart after awhile

Did you try checking or replacing the coolant sensor? I think you should replace it along with the thermostat. Are there any problems like sputtering or any unusual noises or symptoms? Smoke, anything?

SOURCE: Engine will Turnover but it will not fire up

To check injector pulse, you need 2 people. One is to crank the engine. The other is to watch the voltmeter connecting to the plug delivering the electrical signal to an injector. If during a period of cranking, there is no voltage displayed that means there is no injector pulse. Here is an image of connector port going into the injector to open its valve as needed.d63fc52.jpg

SOURCE: need to change fuel filter on 1986 cutlass supreme

You'll find it in the carburator. Unhook the fuel feed line from the front of the carb and undo the large nut directly where the fuel line connects to. The filter is there.Pay attention to how the filter comes out and put the new one back in the same way. Hope this helps.

It will be a few feet in front of the fuel tank inline attached to the fuel line

Is there a fuel reset switch in a 1990 Oldsmobile cutlass supreme

No GM doesn't use a reset switch (really called a "Inertia fuel pump cutoff switch"). The fuel pump is cut off by an oil pressure sensor. If this car has the original pump you likely just need to drop the fuel tank and replace the fuel pump. Does it start if you spray starting fluid into the engine air intake?

The first thing to check is the ignition timing then the spark plug gaps. There are specific settings/size for the above and must be correct for the car to run smoothly.

Most of the time when it starts for 1-5 seconds then dies, its a failing of the antitheft system. Read about it thru this link. Some possible solutions too. http://vatspasslockpasskeysecurityhelp.yolasite.com/
