Volume level is too low. is there a code to unlock the volume limit?

The catalytic convertor has probably been dead for 30 Kmiles already; they don't need to last more than 50 Kmiles to make the EPA happy.
The convertor being dead isn't going to have much influence on anything you care about (unless you're a Green party member) but a replacement unit will be <$100 for a generic one, the labor is likely to run higher than that since the 'universal' type usually requires some modification on your system or the convertor to install it.
OEM types can cost a great deal more.

you cant remove the speed limiter it is software in the computer and cannot be deactivated

Volume seems to have a limit of 35. My minivan seems to be louder. I didn't know if there was a cheat code for the governor on the audio volume.
