yes the control pad and the engine management are connected via a unit called the BSI this very expensive to replace around the $1500 AU price so you don't want to replace it if you dont have to the 406 had problems with immobilisers ecu which is able to be unpluged, most of the time this will solve the problem.
if need be tow the car to the dealer and ask them to unplug the imobiliser

If that connection is leaking, then that is more than likely the problem. If fuel is leaking out, then air will leak in. When the van is left overnight, the fuel will run back down the fuel line to the tank, leaving air in the pipe. The fuel system must be completely air tight. Try slapping some grease around the connection and see if it starts in the morning. if it does then replace the connector and you have fixed the problem.

well this might be quite a serious one. it all depends if you have the model with the keypad.
if you have the model without the keypad it is resonably straightf orward to check if the stop solinoid has power or not. or if it is stuck in position.
a stop solenoid is an item which perhsps might resemble a spark plug. it usually has a single wire which is conected to the top of it.
if this wire isnt live when the ignition is on then chances are a fuse has blown.
if it is live then remove the complete stop solinoid(spark plug looking thing) and it will have a little plunger and a spring inside. theese can be removed and then the stop solinoid replaced.
you can then turn over then engine and if it the gets fuel to the injecters you know that thats the solution.
Cars with keypads.
if your lucky enough to have the model with the keypad. then for security reasons peugeot decided to place a 5mm think bit of steel above the fuel pump so no one can go fiderling with it.
this plate is held on by shear bolts.
and the only way to remove the plate is by removing then engine from the engine bay and drilling out the sheer bolts and then reasemble the hole thing.
sorry for being so long winded but unless you have the few cars with no keypad. and a fuelpump with no steel gard over the top. you will have to get the spanners out.
