I just had this problem and it is a real simple fix. It is the flasher relay that has gone bad. It controls the turn signals and hazards. However one can stop working while the others still work. So simply pull the old one out and take it to your local auto parts store. They will match the OEM number and give you a new one. While it will not be the one from chrysler, it will still work. If you want the original just take it to your jeep dealership.

When the check engine light is on eco (economy) is disabled. You now need to have the OBD2 fault codes read, this is done at the diagnostic port under the dash on drivers side with a OBD2 scanner or code reader. Also Autozone parts stores will do the test for free.

If you are trying to reset it just turn the key from the off position to on and press the gas pedal 5 times completely to the floor in about 10 seconds. Then start the engine.
If it didn't come with fog lights, it may also have not included a fog light relay and/or fuse. Check the owner's manual for fuse and relay locations, and then check if the necessary parts are there.
