Have you tried the "valet switch" in the glove box? This switch is used when you don't want a service person in your glove box OR your trunk - only the physical key will open the trunk or glove box. The trunk opener switch under the dash won't work either if the "valet switch" is activated.
The switch is located at the top of the glove box on my GS350 - yours may be different.
I suggest getting a helper. While you sit in the vehicle and press the button inside the passenger glove box, ask your friend to lift the trunk. If your friend can open the trunk easily, your torsion bar needs to be replaced. This acts a bit like a spring to push the trunk open when the lock releases it. Another issue could be the lock release has gummed up with dust in the lock grease. You vehicle is 21 years old and grease thickens up with dust and such over the years.

You will see this has a key slot, it maybe locked.
Unlock with main ignition key, NOT VALET KEY
does it work when you press release on key fob?if so remove the glove box and make sure someone performing work previously in that area didnt foget to plug it in.
Does the key you have open the driver door? Do you have a keyless entry key fob, does it work? you also might try removing the glove box and disconnecting the wires from the trunk button and touching them together with a paper clip or other small wire but before you do that look in your owners manual a determine which fuse is for the trunk release and check the fuse then the last would be to have GM dealer check to see if the key you have is the proper key fror your car and if it may be worn out
Open your glovebox and you will see a pushbutton on the the left side, if memory serves. When this button is set, the power button will be disabled, but the key fob button will still work. This is for when you Valet your car, you push the cancel button in the glovebox, lock the glovebox, then give the Valet your Valet key, which will not open the trunk or the glovebox. Voila, no Valet rummaging through your trunk :)
Often full gloveboxes will be the cause of the button getting pushed accidentally.
Some cars have an over ride switch in the glove box, which allows you to lockout a valet. You simply shut off the switch and lock the glove box and the valet cannot access the trunk without the master key to unlock the glove box. See if you have one that has been shut off by mistake.
There should be a button to the left of the glove box that you can press and will release the glovebox. If this does not work your glovebox may be stuck as mine has done from time to time. I usually press on the button and place my hand on the back of the glovebox and pull lightly. This should get it open.
I cant find it to replace the bulb.
