Dome and gear shift lights stopped working exactly the same time, checked fuses under steering wheel and in engine compartment with a fuse tester and all where good. Any ideas?

Shift into D the N started flashing green .

Try moving the shift lever from D towards the next gear away from N (not all the way, just hold it a little bit over). If the N light goes out and the D light acts normal, then your shift linkage needs to be adjusted so the transmission goes into gear exactly when the shift lever is in a detent.
If that isn't the problem, it's time to get a readout of the engine error code to see where the problem is. You can get this done at most car parts stores, or they may let you use their engine code analyzer yourself if you give them a deposit on it. (The two hardest parts are getting down under the steering wheel to plug it in and deciphering the error code.)

1995 crown vic gear problems/gear shift wont lock

if the shifter is loose and sloppy feeling then the shift cable bracket has come loose under the dash at the steering wheel. remove the lower panel under the steering wheel so you can see under the dash then get flash light and look while jiggling the shifter. you should be able to see the cable and bracket. if the bracket is loose then tighten the bolts. note this bracket is at the steering colum.

Muffler doughnut? Also loose steering & idiot lights an issue.

Exhaust leak: Visually check all pipes under vehicle for obvious holes. Run engine and check again, this time using your hand to detect escaping exhaust (e brake on, in park) Don't touch pipes they can get very hot and WILL burn you!
Steering play: Generally is caused by one or more worn steering components. Most common are tie rod ends.In park, e brake on, engine running, have someone turn the steering wheel back and forth. Watch the steering linkage and check for excessive movement at jointed ends. If everything looks OK, have someone check the balljoints. Steering boxes themselves generally generally don't wear out quickly but should be checked as well.
Dome light and other electrical: Dome light and lighter may be on same fuse. So, check all fuses. Lighters sometimes short out. check by removing wire behind it if new fuse blows right away. Window switch sounds like a bad Master switch (Drivers door) Expensive new, about $25 at a junkyard. Factory radios are usually junk... Get yourself a good one (aftermarket) and install it. The better radios have adapter connectors and faceplates that make the job pretty simple.

ABS LIGHT ON, SHIFT LOCKED, NO BRAKE LIGHT.

If your brake lights don't work Its because you blew the fuse  which Is located In the main fuse panel under steering wheel.  Without break lights your rover will fire up nice but wont shift out of park until you replace the fuse.  If your ABS Is acting up It Is also an easy fix.  Disconnect the ABS from each wheel.  You still got all wheel disc breaks that work great but no ABS.  Your other option is  thousands of $$.  If your breaks are weak check your master cylinder and make sure you got enough fluid and that you are not loosing the fluid.  If you notice you are leaking brake fluid because you have to keep filling it up but cannot find a leak anywhere.  I bet I know where It is.  Check your rear break lines and make sure one of them didn't get caught in your rear springs and pinched ever so slightly when you were doing dounuts In the snow.
Good luck,

1999 F150 WIndshield wipers, dome light and side window controls not working

i just had the same problem with my f 150 ( 1999), my wipers, washer fluid pump, dome light, door chime stopped, I went thur the manuals, Checked appropated fuses, even changed wiper motor, (nothing worked) out of much internet checking, talking to mechanics, I got frustrated, I started pulling all the fuses under the dash,, I pulled # 15 ,a 5 amp fuse, which has nothing to do with the wipers eletronics, it was a good fuse, when i put it back in, everything came back and working fine. nearest i can figure it was either loose or a dirty contact.

#15 fuse (5 amps) on my box is for : stop lamp switch,( speed control, brake shift interlock,ABS, pcm module inputs.gem module,RABS test connector)
this was just blind luck, maybe it will help you.
