Remove bottom screws under the steering wheel remove bottom cover and then the top cover where the turn signal arm sticks out . then remove the connector attached to the multi function switch at the turn signal arm. spray real good with circit cleaner . then put connector back on. should then ,if not replace the turn signal arm which has the multi function switch attached .about 50 dollars on a 96 taurus at auto zone.

Thanks for choosing FixYa Ken. You need to check your fuses first. More then likely, it is electrical. Finding your trouble wire won't be easy either. You need to locate your wiring diagram in order to fix this. You need to test the wiring. You may be able to shake the wires a little and see if they come back on. It may be a short. You need to check the current in the wires. Make sure the wiring hasn't came loose. The two issues are probably related. Check your wiring on the signal switch as well.

SOURCE: Hazards stuck, dash is dark when headlights on

I had a similar problem with my 2002 Taurus. I removed the dash and pulled out the display behind the steering wheel. I reseated all the light bulbs behind the display. Everything has worked fine since. You will find more info on how to do this if you search the internet.

96 Ford Taurus no turn signals or hazards

Take the turn signal lever and jiggle it, a lot. If they start working, the switch is bad. You can also turn on the hazards and take hold of the button and push it left , right , forward and back and see if they start working. If so, replace the turn signal/ hazard switch.
