There has been a service bulletin isued for that code. I have run into this before, also the wires comming out of the connector. That would bethe first thing to check. Here is what the bulletin states. Install a Tech 2 scan tool and select the appropriate vehicle. Verify that a DTC P0440 is stored in the PCM. 2. Raise the vehicle on a hoist. Refer to Lifting and Jacking the Vehicle in General Information (SI Document ID # XXXXX). If all of the wires are good you will want to check for any leaks in the evap system. Hope helps.
Locate and inspect the EVAP vent solenoid harness (3) routing. The harness may be routed below the ABS wiring harness (4) at the right rear corner of the fuel tank, causing stress on the EVAP solenoid harness (3).
4.Disconnect the EVAP vent solenoid harness (3) from the EVAP vent solenoid (2) and connector C313 (1). Discard the EVAP vent solenoid harness (3).
5.Connect the new EVAP vent solenoid harness (3), P/N 22687059, to the EVAP vent solenoid (2), route the harness above the rear ABS harness (4) and connect the EVAP vent solenoid harness (3) to connector C313 (1).
6.Lower the vehicle.
7.Clear the DTC's with the Tech 2 scan tool.

that is fuel tank evap related code.
It can be caused by simply removing the gas cap while the engine is running.
Dont get too concerned with this code if you think you may have opened the cap while car was running, the computer will soon turn the light off if all is well.
Other things Like ta cracked or faulty gas cap, The evap purge canister or hoses loose or cracked, filler neck hoses loose or cracked ,damaged orings on evap sensor. could also cause this code.
They often use a special smoke machine to diagnose leaks in the tank and evap system.
The special machine fills tank with smoke at 2 psi making it posible to spot leaks.

The Intake Air Temperature (IAT) sensor determines the air temperature
inside the intake manifold. Resistance changes in response to the
ambient air temperature. The sensor has a negative temperature
coefficient. As the temperature of the sensor rises the resistance
across the sensor decreases. This provides a signal to the PCM
indicating the temperature of the incoming air charge. This sensor helps
the PCM to determine spark timing and air/fuel ratio. Information from
this sensor is added to the pressure sensor information to calculate the
air mass being sent to the cylinders. The IAT is a two wire sensor, a
5-volt reference signal is sent to the sensor and the signal return is
based upon the change in the measured resistance due to temperature.

Drive it. Then have the rear abs brake sensors checked because they seem to be the first to go in a system like that. Someone with a scan tool should be able to read out any trouble codes in the abs system

Well the biggest problems for the 98 and 99 cavaliers are that they mess up from the timing chain,..they make a rattling noise on the right side underneath the fender.

I had that exact code a couple weeks ago. Mine needed new oxygen sensors. They(there are 2, only one was throwing a code, but I had both replaced) cost a little over $100 to have replaced.
