My 2003 dodge grand caravan started whining in the front end a couple of months ago. It seemed like when it warmed up the noise would go away. Today the noise is constant and it seems to be worse when I am turning.
I had the same problem, my mechanic has had this same problem with other 2003 grand caravans. Flush the power steering fluid, replace it with ATF+4 and add Lucas power steering additive. Apparently dodge has posted the fluid that was originally used is causing this problem. $100 and it is purring like a kitten
We lived with this problem for years (2003 Grand Caravan). No mechanic could figure it out, including the dealership. I found a solution on the Internet and I was ecstatic when it worked! The problem is that the power steering reservoir gets clogged. I recommend you replace it. It's a plastic part that costs about $30. Ask a mechanic for a quote on the labor -- it's probably about a 20 minute job.
The dealership tried to charge my wife around $1100 and say it was the rack and steering, took it to my regular car guy and he charged me little over $300 for some joint that was worn out on the front.

My 2002 Caravan is doing the same thing. Doesn't make any difference if I'm steering or sitting. Always makes the hum even if I'm in park. What should I do??

I have the same problem with 2003 Dodge SXT Caravan, it seems to be a problem with most models, not sure what the fix is, I haven't found it yet, after sinking in about 2,000.00 into the problem, it still hasn't been fixed! The dealership just dances around the problem!
FYI, the power steering pump is not bad.
I have a 2003 Grand Caravan. Same problem as you state, except when my car warms up, the noise does seem to be less. Not the power steering pump, and I have plenty of ps fluid. It is annoyin.
I had the same problem and it was handled this way: Visit one - replace the tensioner pulley. Problem still there - whined when I turned and the warmer it got the worse for the whining. Visit two - replace the idler pulley on the fan belt -- not fixed. Visit three - mechanic found a field note from Dodge to drain the power steering fluid, replace the fluid reservoir -- not covered under warranty as classified as a maintenance issue. Fixed the problem. Probably why the car companies are in trouble as they keep ripping us off with these kinds of repair games. Bring this to the attention of your mechanic and your problem might just go away. Good luck!
I think there is a lot of us having the same problem with our Grand Caravans. Have any of you reported this problem to the NHSTA? Obvious this is a huge defect issue. Let your voice count for something. Go to NHSTA.gov and make your complaint. This is how recalls are started.

I had the exact problem. My Dogde dealer charged me 1200 dollars for a new rack and pinion steering. Sounds like I got ripped off.
For my wife complaining about her van, the power steering fluid was the case. I had a local repair shop replace the power steering fluid for less than $50 (Awesome!). It still whined for a couple of days. My brother-in-law and I put the van's front end on jacks and slowly turned the steering wheel (left to lock/right to lock). After five to seven minutes, the problem was solved. You don't necessarily have to do this, but I didn't want to wait about a week or so for the noise to stop. I am glat to say "NO MORE WHINING" ...and the van is quiet too. :-)
