if air comes out of the vents but it is not warm/hot, and your temp gauge shows normal engine temp, then the valve that opens the heater core to the hot water flow from the engine is not opening or the heat core is clogged. I would start there.
problem with the purge canister it's under the car on the rear that is connected to the filling hoses big problem with those cars. i just installed a new tank new hoses but put a second hand purge unit and my 2005 echo is spitting back and hard to fill. good luck
I also have a Echo and would suggest:
Air filter, spark plugs. If it is still sluggish I would then replace the upstream 02 sensor. The fuel filter is apparently lifetime so it should be okay.
