Could you tell me how and where the washer hoses go, on the wipers?

You will need to replace the wiper motor. Most likely the circuit board is bad. You might check with your local chevy dealer and see if there is a recall on the wiper motor before you buy a new one, even if you are not the original owner the car the recall will still be done free of charge. Some chevy models did have a wiper recall. I hope this helps.

Rear washer may have it's own reservoir . Can you hear a pump humming when you activate the washer? Look in the under flooor compartment

heres a wiper linkage asm diagram, the wiper washers are on the hood or on the cover to deck,then the hose runs through the wiper arm to a nozzle, if you remove the arms you can lift cover enough to look at the hose to washer connection,also check hose to arm they often break there good luck.

This is a very common problem on the Impalas. I had to fix my 2002 Impala. The wipers will point straight up.
There is a tab that may be bent near the wiper motor shaft.
Open the hood.
You need to remove the driver's side wiper arm. You need to pop-off the round black cover and there's a nut underneath.
Then remove the plastic cover between the windshield and the engine compartment.
See the pictures below, Look for a bent TAB. it's tough, but bend it back with pliers and/or big screwdriver.
If the tab is OK, look for a missing or broken spring. For that, you'll need to get the replacement part from the dealer. May be: park mechanism, part #12494832
