It is located in the convenience center to the left of the steering column.

SOURCE: Hello, Just bought a 2000 Buick Regal, horn

Take the horn button assembly apart--there should be only one wire there (goes to the horn relay) and not be grounded. It goes to the insulated metal part that grounds the plate when button pushed. Unfix the grounded wire and see if horn is quiet. You may need to replace that wire if it still sounds.

Sounds like a relay or coil failing.

Try to operate the horn. The horn relay or the switch in the steering wheel has gotten stuck in the closed position. Hopefully, this doesn't happen again, but if it does, try hitting the relay under the dash, on the passenger side (if that's where it's located in this model).

May have to search for where the relay is exactly.
