I just replaced the steering column. I found cut wires and looks like something spiced into ignition wires after market. Some wires still disconnected/cut. I the one I know should be attached are white/black stirpe and yellow. The car runs great except when decelerating to a stop from higher speeds. I have only had the car 1 year with no repairs yet. I am not a mechanic but can't afford one either, so I do all my own work. Finding it really hard to get proper diagrams or info. Thanx, Carie

Brake booster.. without a doubt... It creates a vaccuum problem which is why your brakes feel different... the idle should have NEVER been set UP like it was...

100 to 125 for a tuneup by a mechanic isn't a bad price from what I know.
And just so you know (after the fact), NOW, I'm 100% sure it was the brake booster...*laughing*. I'm so very glad that your car is running better and I hope that my advice helped in some small way.
Thank you for the update.
SOURCE: The ignition switch does not turn over
If it is a chevy then the ignition switch is down by the bottom of the steering column. There will be a rod coming from the top of the column to the ignition switch. Some times all it needs is to be adjusted. It is held on by 2 bolts. With the key in the off setting, loosen the 2 bolts and move the switch back a little and then tighten them up. keep doing this in tell it works every time. If it still does not work then you should replace the switch.

check the power voltages at the starter with a voltmeter in the starter there is 2 wires one small coming from the ignition switch and one big one coming from the positive side of your battery with the meter put the negative lid on the negative side of the battery now disconnect the small wire from the starter and make this wire to contact the red lid of the meter put your voltmeter in dc and select the setting for 20volts on your meter after you have make all of this have some one to turn the key to start and ask him to try to crack your car if you read 0 volts on your meter then you have a problem with the small wire coming from the ignition switch if your meter reads 12- to 14 volts then is your stater sometimes if you hit your stater with a hammer they do start so try to do all of this and you can find your problem thanks and good luck

sounds like there's too much of a load on the engine. try a complete tune-up.
