The overhead display give the direction but no temp. It says open circuit, so I figure the sensor is gone or non functioning. The vehicle was involved in an accident with front end damage. It might have been damaged at that time.

I believe on a 1999 it's in the t-stat housing.The sensor on the back of the motor is not there on a 1999. It was incorperated into the t-stat sensor. 96 and older models have the temp sending unit on top of the head on driver side in rear

remove rear tires, then remove brake calipers and rotors, then remove the 4 nuts (each side) that hold the axle shafts to the axle tube (located around the axle tube behind the backing plate) then using a slide hammer pull the axle shafts out, next using a die grinder and an air hammer get he retainer collar and the bearing off (without damaging the axle shaft) then remove the seal and the outer race which will still be in the housing. next put it all back together, make sure the plate with the studs is still on then slide the seal, bearing, then retainer on (all new parts) and using a press push them all the way back on. then is simple reassembly.

It is not the temperature sending unit for the gauge on the dash. It is for the ambient temperature for the outside temp. It is the sensor that produces the reading on the overhead display next to the direction of travel.
The answer from Tanya was incorrect. I think she meant the sending unit for the dash board gauge. It is the sensor for the outsde temperature in the overhead console.
I have fixed the problem and sold the jeep. The ambient temp. sending unit is located behind the grill in front of the condenser and radiator. Thank you folks!
