You have a short in the wiring or the the panel or lights. You need to check the wiring carefully from the fuse box to the panel and the lights. You need to look for an area where the wiring might have rubbed through onto the body or another wire.Hope this helps.Good luck.

there are two ground wires. One by each headlight assembly on the main crossbar. One or both may be loose. Mine had the same problem found that problem tightened ground and that fixed the problem. No more fuse light.

SOURCE: 2003 dodge durango #4 fuse keeps blowing,

OK there is a short in your car
take all the light bulbs out of the light that trigger the problem this break the current place one bulb in at a time checking that the fuse has not blown this will pin point where the problem is
once you find the problem you can replace the socket as it may have started to corrode check for water
once you replace the socket you should not have a problem
if you do let me know

Check your tail light fuse, on the dodge ram the dash lights and tail lights use the same fuse so if the tail light fuse blows your dash lights will go out to alert you of no tail lights.

SOURCE: 2002 dodge grand caravan fuse box

The fuse box is located under the hood. There is component map printed on the inside of the cover. This tells you on your model where the fuse or relay is located

Brake light dodge neon 2002

Check the brake fuse in your dash's fusebox. Since the turns work, you know the bulbs are good, unless your Neon has separate brake lights. If the fuse is good, bulbs are good, then check for power at the brake light switch on the upper portion of the brake pedal. Should have 12 volts there all the time. Use a testlight or voltmeter to check. Good luck.
