When I switch to AC or Heat, and use Vent so it blows out the 4 vents, it only blows out the passenger side vent, nothing out of the other three. Works fine on floor and defroster.

It sounds like a heater blend door issue inside the heater box that is actually not closing all the way to allow either cool or hot air or visa/versa.

you can replace the light bulbs by them self you don't have to buy the head light assembly, the bulbs are around $15 -$25 each depending on what type of bulb you want.
but i don't think your problem is the bulb. but it could be. remove the light assembly and then remove the light bulb covers on the back of the assembly and take a close look at the plug in on the back of the bulb and make sure they have not melted to the back of the light bulb. if they have you can get repair ends from toyota.

There is no cabin filter in this car. also I can turn off the passenger side vent and still nothing comes out of the other 3 vents . Everything works perfect when switching to defrost and floor mode.
I found the problem !!
After an hour fooling around under the dash I noticed that there was a mesh material directly behind the two vents in the center of the dash I completely removed it and another to the left of it that feeds the driver side vent, walla!! Works perfect!! The screen mesh was completely clogged and would not let air flow through it. Take note not to easy to remove but with a pair of extra long needle nose pliers makes a big differance.
