Ii must disconnect the groun to the battery to get them to go off
You need to get a wiring diagram or look in your Owners Manual for the light Relay location in your Powerbox.
You can get a free wiring diagram by registering with Autozone.com and enter your vehicle. They have both Powerbox diagrams and chassis layouts.
Sometimes a common Relay is the same in Ford products. Temporarily a Horn Relay may be the same and you can look at your diagram and swap the parts if you want to test it. Just be sure the 2 relays have the same part number.
When you turn on the headlights it activates a Relay which is between the lightswitch and the lights. If the Relay is stuck then once it is on, it remains on.
Look more closely at your wiring diagram for a second stuck Relay if changing 1 does not help. There are more than 1 pair of contacts on each relay. They work in a sequence. One Relay turns on another and so forth. The Relays can also work on the NEG or ground circuit. Therefore if the socket is corroded, then the part may ground to another post and fail to shut off.
If you can read a wiring diagram, you will see multiple wires flowing through each Relay. WD40 is useful in removing moisture from these contacts.

Need to check your alternator has to have 13.5 - 14.5 out put voltage at battery, while engine running check at battery with voltmeter, or ant auto parts can do this for free.Hope this was very helpful.
