I just bought a 1999 cougar from a friend and the headlights dont come on the dash lights dont come on and the glove box light dont work and the radio screen is really dim and sometime dont come on at all checked all the fuses and replaced the switch and dimmer switch anyone have any clue what it could be???
There are two relay's in the under hood fuse box .Low beam & high beam relay's . The B+ voltage wire for the switch is orange with a black trace . Power is from fuse F26 7.5 amp ,location -central junction box , inside the passenger compartment . Do you know where this is ? This is B+ voltage for control of the relays . B+ voltage for the headlamps comes directly from the BATTERY . Do you know what a wiring diagram is ? Free wiring diagrams here http://www.bbbind.com/free_tsb.html Enter vehicle info. Year , make , model an engine size . Under system click on lighting ,then under subsystem click on daytime running lamps . Click the search button then the blue links .
Glove box lamp , fuse F31 - 7.5 amp ,location - central junction box .
You can view relay location at electrical distribution , under subsystem junction block . Good luck . You may want to watch this video .https://www.youtube.com/watch?v=efKoWifd...

SOURCE: 1999 mercury cougar only blows cold air, no heat.
if the car is overheating the thermostat is stuck closed if the car is not overheating the heater control valve may need to be replaced
SOURCE: tail lights and dash lights not working
there are a few fuses under the hood be sure to check fuses again at dash they could look good but not be and if one was blown it could have blown as soon as you turned them on again that would indicate a short. it could be the switch also if it is the pull type try pulling it slowly to see if they come on and turning it like to dim the dash lights. if that makes them come on you need a new switch sometimes it will work sometimes not
SOURCE: water pump location on the 2.5L V6 engine 1999 cougar
It is located on top of the engine under the throttle body, it sucks, plan on a whole day if you are a good machanic.

Is there a box of large fuses and relays out under the hood? Replacing small fuses only works for say,the dashlights, interior, etc.
HEADLIGHTS may be powered thru the fuses or relays under the hood.Check that out and let us know the solution to help others, okay? don-ohio (:^)
I replaced the fuse from under the hood it was a relay and still nothing and i even replaced the switch its getting power to the switch cause when i turn them on the running light come on and the chime goes on. and i dont know if the glove box is wired to that cause that does not come on.trying.. trying to fing out what the positive wires color that goes into the headlight switch...
