Hesitation when pressing on the acelerator goning uphill, does it need a new fuel filter

Well to me it sounds like it could be a couple of things. A weak fuel pump is probably the biggest clue. I had this same issue in my 1997 s-10, at engine speeds of more then 2500 rpms the fuel pump couldnt feed the engine enough fuel, causing it to hesitate, spit and sputter in some cases under heavy take offs it would stall. Also it could be a dirty fuel filter, air filter, or clogged fuel injectors. let me know if any of these suggestions work.

The flexible accordion hose that connects the MAF to the throttle body might have a small crack in it. They are sometimes hard to see, especially if in the accordion folds or underneath. Starting off or going uphill will result in enough torque to lift one side of the engine enough to open the crack and cause hesitation.

1998 Honda Civic EX AT. Okay, I just had the timing belt and another IACV replaced. Error code 14 (IACV) light is out, the SRS light is out, CEL is out. The car idles fine. The only problem I have now is...

Your excellent description provides a very short list of possible culprits, since your vehicle's symptoms all appear during periods of higher fuel demand.

(1) fuel filter - clogged - your description is absolutely classic (especially stumbling upon uphill acceleration) for a fuel filter in need of replacement.
(2) spark plug wire - one or more bad - an engine can muddle along while traveling over level terrain with one cylinder intermittently failing to fire, but try to go uphill (even the slightest grade), and the engine will skip badly and can even stall if asked to accelerate.
(3) in-tank fuel strainer - clogged - same symptoms as clogged fuel filter.

The fuel strainer is a sock-like pre-filter attached to the input side of the in-tank fuel pump.

The troubleshooting section of the 1998 Honda Civic EX manual states:

Priority Action Part Type Cause
1 Inspect Throttle Position Sensor - Faulty or Incorrectly Connected Throttle Position Sensor.
2 Inspect Mass Air Flow Sensor - Damaged, Loose, or Faulty Mass Air Flow Sensor or Circuit.
3 Inspect Choke - Stuck or Improperly Functioning Choke.
4 Inspect Air Cleaner Tempature Sensor - Damaged or Faulty Air Cleaner Tempature Sensor.
5 Inspect Fuel Filter - Clogged or Dirty Fuel Filter.
6 Inspect PCV Valve - Plugged or Damaged PCV Valve.
7 Inspect Carburetor - Worn, Faulty or Damaged Carburetor.
8 Inspect Fuel Injector - Dirty or Worn Fuel Injectors.
9 Inspect Hose (PCV) - Clogged or Collapsed PCV Hoses.
10 Inspect Fuel Pump - Faulty Fuel Pump.
11 Inspect Fuel Pump - Low Fuel Pressure.

When i acelerate the car its satling and rpm are going down a little than after second or two its pushing again i dont know whats happening i change all filters and and oil what could be problem civic...

That means a hesitation in acceleration. There are lots of possibilities these happens when the car hesitate to move quickly.
Have a full tune up of your engine, just to clear up the possibility, air cleaner, fuel filter, sparkplugs, ignition timing, high tension wire( spark plug cable ), and cleaning up the airflometer.
Have your favorite mechanic do check on those first.
That hesitation have two major part that always breaks down, the fuel filter is already blocked and the ignition timing ( distributor igniting points corrosion and vacuum advance failure due to vacuum leaks ).

Not picking up gas when engine is cold, sputtering, bogging out especially when travelling uphill, Is this some sort of a sensor maybe??,the spark plugs are new. thanks

check fuel filter. it is starving for fuel. unless the fuel pump is bad. check filter first, then go from there. symtoms of a bad coolant sensor--poor cold idle, stalling, rich mixture retarded timing, slow idle speed, cold hesitation or stumble, poor fuel milage.

Hesitation on Acceleration or Uphill.

The knock is caused by either timing issue or a lean cylinder condition, have you checked the fuel pressure?? has the fuel filter been changed?? A bad knock sensor will not set a light unless it is open or disconnected.
