1996 windstar relay

If the van has a CCRM the relays are inside that component.
If not, the fan relays should be in the box with the fuses near the battery.

What indications ? all indications was fuel pump went bad.?? With out doing a fuel pump pressure an flow testing , guessing is all your doing . An if the guy you took it to can't diagnose for sure he is no mechanic . If there is no fuel pressure an the fuel pump is new , the thing to do would be to find a wiring diagram an check power an grounds also the fuel pump relay inside the constant control relay module . CCRM Google it .

If it is 13 years old replace it

Try switching the fuel pump relay, with a similar
type one, from another location in fuse panel

go to motorcraft.com, por center, tech inof, owner manual,
go to index, look up fuse/relay locations. Pump realy can be in underhood fuse/realy nox or near fuse panel in van.

sound like you have a bad fuel pump no other reason to burn a fuse for fuel pump

just fixed 1 secend relay on left lost its ground in box by bat car had no spark no fuel pump look by d/s strut about 10 inc down u should see 2 wires red / wite put power to red if it starts u lost ground at that relay u have to remove bottom of relay box to fix dont just run power to red wire as repair

theres prolly 3 to 6 relays and fuses both under the hood and dash

it can be that the timing might be off . . if it turns over but wont start that can be the problem also check if u are getting spark
