All heater functions work, but lower blower settings would work minimally. The highest blower setting work fine. But , when switch to defrost there is no air blowing out at all.

thats is two different problems. the blower motor resistor is bad causing it not to work on the lower setting just high. now on the defrost not working could be the blend door actuator but to figure it out you will need to be diagnosed by a professional. it is a little more involved. but the blower resistor is fairly easy
This sounds like the blower resistor has gone out. This is the component that allows the proper voltage to the fan to change the speed. Have it checked and replaced. That should get you back in business. Hope this helps. Good luck.
Your blower motor resistor has gone bad, it should be located next to your blower motor in the car, held in place with a couple of screws, remove it and replace it. The resistor is responsible for making the blower motor run at slower speeds than high or (4). Let me know if this helps.
The heater and air conditioner only work on the highest setting
