I'm having the same issue. My mechanic can't figure out the reason either and its been a month. I bought a new Idle Control Valve, he checked the sensors, head gasket, manifold but my car still has an idle issue. Any help on what could be the problem? Might be a small issue but its annoying at this point. (honda accord 1994 LX)
Make sure your coolant level is topped off. If you're low it can trigger this surging. Here's video...
How To Solve Honda Idle Problems EricTheCarGuy
Hello, i just had the same problem. i have a 94 accord 4 cyl, and the rpm would sit at 500at normal temp. i cleaned the iacv the ficv. there is also a screw under the throttle body( i forgot what is is called, but you screw it back in), that seemed to help for my fluctuating idle problem. i recently changed my pcv valve and now my rpm sit at 1000. so i think that you need to change out your pcv valve. only 2.99 at autozone. hope you found this helpful

If it does that when the engine is warmed up (full operating temp.) it may be you iac valve, or your fast idle valve. They get gummed up. It also could be your PVC valve, but probably not.:
IAC in red. Fast Idle in yellow. Your PVC valve is plugged into the valve cover (the black hose in between the red and yellow in the picture) it simply pulls out. It should rattle when shaken.
Hope this gives you a start on the problem.

usually idle that goes up and down is cause by a bad "idle control valve" located near the throttle body. Needs to be replace.

Have you install a timing belt recently? If you get it off a tooth it will idle high and surge

it will do that, it is normal,
should go between about 600 and 1500 rpm...

thats just a normal warm up cycle, it will change the engine speed and mixture as combustion gets better with the heat.
